City of Carrollton mayor and council: millage rate public hearings; rezoning of 1 Roop Street for redeveloping site for senior housing and small scale retail use

The Mayor and Council of the City of Carrollton met on Thursday, July 24th, 2025 at 9:00 a.m. at City Hall, Second Floor Meeting Room, 315 Bradley Street, Carrollton, with all Councilmembers present and Mayor Cason listening via teleconference.

Community Development Director Erica Conerly stated that the city has a nuisance ordinance, and has also adopted the International Property Maintenance Code, both of which provide avenues to ensure that commercial property grounds are cleaned of debris, grass is maintained, and exterior of the building is up kept. This item was added to the agenda and approved by Council 4-0.

City Engineer Tommy Holland detailed the City Sewer Access Request from Midway Church, stating that the church is currently on a septic system that no longer meets the church’s needs at 1 Midway Church Drive. The Council approved this request 4-0.

Holland also gave the capital project update on projects currently underway, including the pre-settling pond, road work on Maple Street, paving on Adamson Square, and Bark on the Bradley Dog Park.

City Manager David Brooks reminded the Mayor and Council that the 2025 millage rate for the City of Carrollton, whether it be a full rollback, partial rollback or adoption of last year’s millage rate, will be voted upon at the August Mayor and Council Work Session, and that the proposed public hearing dates are Tuesday, August 12th at 12:00 p.m. and 6:00 p.m., and Thursday, August 21st at 8:30 a.m.

Conerly advised council of a rezoning request coming up for the August meeting at 1 Roop Street, where the applicant wants to rezone from R-M (Residential Multifamily 6 units/acre) to a Mixed Use Planned Development in order to redevelop the site for senior housing and small scale retail use. The project is a public/private partnership between the Carrollton Housing Authority and One Street Residential, and proposes 150 senior housing units, 24 market-rate units, and one commercial retail outparcel. Staff and P&Z have recommended six (6) conditions which will be outlined at the August meeting prior to the rezoning vote.

Brooks said that Parks and Recreation Director John Layng has procured three (3) bids to install lighting at the fields located between East Carrollton Recreation Center and City Parks and Facilities Maintenance offices along the GreenBelt. Brooks advised that these fields are used for various sports year-round and do not currently have lights. He stated that Carroll County will provide $70,000 toward this project and the remainder would be paid from the SPLOST funds. Bids ranged from $383,000 to $416,000. A decision will be made at the August meeting.

Brooks also advised that the position on the Redevelopment Authority previously held by Interim University of West Georgia President, Dr. Ashwani Monga, is now currently vacant due to UWG naming Dr. Christopher “Mike” Johnson as the new President. The consensus of the Mayor and Council was that they would like to continue to have UWG representation on the authority.
