FULTON COUNTY, GA – Georgia Attorney General Chris Carr has obtained a new indictment in Fulton County charging six individuals in connection with nearly $230,000 in COVID-related fraud. Specifically, the defendants are alleged to have engaged in a scheme to defraud the Georgia Department of Community Affairs (DCA) Emergency Rental Assistance Program – a federal relief fund for individuals, families, and landlords whose finances were negatively impacted by the COVID-19 pandemic. Among those indicted is former DCA employee Porsha Robinson.
“The Emergency Rental Assistance program was meant to provide critical relief to Georgia families who needed it most,” said Carr. “For anyone to take advantage of the system for their own personal gain is unethical and blatantly illegal, and there will be consequences. Let me be clear — if you use your government position to steal from Georgia taxpayers, you will be held accountable. Period.”
While serving as an employee at DCA from 2021 to 2022, Robinson is alleged to have submitted and approved nine fraudulent emergency rental assistance applications. Robinson is further alleged to have diverted those rental assistance funds to bank accounts that she owned and controlled.
Five of the fraudulent applications were allegedly submitted in the names of Robinson’s co-defendants, and each of those co-defendants is alleged to have provided Robinson with a substantial kickback. The remaining applications are alleged to have been submitted in the names of other citizens.
Fulton County Indictment
On Jan. 30, 2026, the Attorney General’s White Collar and Cyber Crime Unit presented evidence to a Fulton County Grand Jury, resulting in the indictment* of all six defendants.
Specifically, the defendants are facing the following charges.

Davier Ladmirault, 26, of Atlanta:
1 count of False Statements and Writings
