Veteran, Business Owner, Foster Parent, and Community Leader Frank Phillips Launches Campaign for Georgia House District 18
Haralson County, GA – Small business owner, veteran, foster and adoptive father, and community leader Frank Phillips has officially launched his campaign as a Republican candidate for the Georgia House of Representatives in District 18, which includes Haralson County and parts of Carroll and Paulding Counties. His campaign is focused on Family, Public Safety, and Fiscal Restraint, with a commitment to lowering Georgians overall tax burden, strengthening public safety, and planning responsibly for Georgia’s future.
“I am running to represent House District 18 because our community deserves a representative who will listen and serve,” said Phillips. “My life has been shaped by family, faith, and service—from fostering and adopting children, to building a business, to serving on local boards, and serving my country—and I’m committed to bringing those values with me every single day under the Gold Dome.”
Phillips believes that true tax relief means looking beyond a once-a-year income tax refund to the total tax burden families face at the grocery store, the gas pump, on their power bills, and in their local schools. He argues that Georgians—not federal bureaucrats—should drive the state’s tax and spending decisions, and that state leaders must be willing to push back on one size fits all federal programs when they conflict with what is best for local communities.
On Fiscal Restraint, Phillips insists that smaller government and lower taxes must start with sound budgets and responsible spending. He opposes empty promises of tax cuts that are not paired with real reductions in spending and bureaucracy. Instead, he will work to reduce the size and scope of state government, cut waste, and ensure that every dollar collected from Georgians is spent with care and accountability.
Public safety is another central pillar of Phillips’ campaign. He emphasizes deep respect for law enforcement officers who answer a calling to do a difficult job on what is often the worst day of someone’s life. He believes their service should be honored and supported at every level of government. As a father of five, Phillips is future focused and believes leaders must keep the long term in mind with every decision they make. He is concerned that the nation is drifting away from the personal responsibility and individualism that once defined the American identity, and he wants to ensure that the next generation inherits a freer, stronger Georgia. “We owe our kids more than a good headline or a quick fix—we owe them a state and a country that will still be strong 50 and 100 years from now,” he said.
Phillips also brings a unique, personal perspective to child welfare. As a longtime foster and adoptive parent, he has lived and listened to the stories of countless families and seen both the successes and the failures of Georgia’s foster care and juvenile justice systems. He believes the current system creates harmful incentives that keep children in foster care too long, chases outcomes that are known to be worse for kids, and often ignores reforms already passed into law. He is committed to evidence based, child centered reforms that break the cycle of trauma for Georgia’s most vulnerable children and families. “You only get to be four years old once,” Phillips notes, “and we need a system that remembers that.”
Looking ahead, Phillips calls for intentional growth that takes seriously the long term impact of today’s decisions. He believes lawmakers have a duty to be laser focused on outcomes far beyond the next budget, jobs report, or election cycle. As Georgia continues to grow, he will advocate for infrastructure and policy planning that looks 50 to 100 years down the road—ensuring that growth is sustainable, communities are protected, and opportunities expand for future generations.
